The Federal Government has begun the nationwide implementation of its paperless governance programme, with selected Ministries, Departments, and Agencies (MDAs) now operating on the 1Government Cloud digital platform developed by Galaxy Backbone Limited (GBB).
The pilot rollout brings key institutions—including the Federal Ministry of Communications, Innovation and Digital Economy; Ministry of Solid Minerals; Ministry of Steel Development; Ministry of Foreign Affairs; Federal Ministry of Justice; Federal Airports Authority of Nigeria; and the Federal Ministry of Intergovernmental Affairs—into Nigeria’s sovereign digital framework.
Programme Director of the 1Government Cloud, Wumi Oghoetuoma, explained that the system was built to modernise public service operations.
“The paperless governance initiative will eliminate bureaucratic bottlenecks by streamlining approvals and inter-agency communication. It will significantly cut costs associated with printing, storage, and distribution of physical files, while enhancing transparency and accountability in public service delivery,” Oghoetuoma said.
He added that the platform strengthens security of government records through encrypted storage and supports faster decision-making. “With MDAs uniting under a single vision to improve service delivery—one of the key performance indicators of the Government’s Renewed Hope Agenda—Nigeria is laying the foundation for a seamless digital government ecosystem,” he noted.
Managing Director of Galaxy Backbone, Professor Ibrahim Adeyanju, described the rollout as a crucial step in Nigeria’s digitalisation agenda.
“With 1Gov, Nigeria is entering a new era of governance—faster decision-making, more secure documentation, and ultimately, better services for citizens. This is about building a government that is smart, responsive, and globally competitive,” Adeyanju said.
A senior official at the Ministry of Foreign Affairs, who preferred not to be named, said the platform was particularly significant for Nigeria’s international engagements. “By adopting a sovereign system, we are strengthening diplomatic communication and enhancing our ability to respond swiftly to global matters,” the official explained.
The 1Government Cloud provides a suite of sovereign digital tools, including GovDrive for encrypted file management, GovMail for secure inter-agency correspondence, GovE-Sign for legally recognised electronic approvals, and GovConference for encrypted meetings. Other tools such as GovAsset Management and
GovCollaboration are designed to support accountability and teamwork across government institutions.
Oghoetuoma noted that the programme aligns with the directive of the Head of the Civil Service of the Federation to transition to a fully paperless civil service by December 2025, stressing that a phased approach focusing on staff training and infrastructure readiness is already in motion.
With its introduction in pioneer MDAs, the Federal Government says the platform sets the stage for a broader nationwide transition to digital governance and positions Nigeria among countries adopting sovereign cloud solutions to secure public service operations.
