President Bola Ahmed Tinubu is expected to sign into law four significant tax reform bills on Thursday, marking a major step in the transformation of Nigeria’s fiscal and revenue systems.

The bills — the Nigeria Tax Bill, Nigeria Tax Administration Bill, Nigeria Revenue Service (Establishment) Bill, and the Joint Revenue Board (Establishment) Bill — were passed by the National Assembly following wide-ranging consultations with stakeholders and interest groups.

According to the Presidency, the new laws will streamline tax administration, enhance revenue generation, improve the business climate, and attract both domestic and foreign investment.

The signing ceremony will take place at the Presidential Villa in Abuja. Dignitaries expected to attend include the Senate President, the Speaker of the House of Representatives, majority leaders of both chambers, and the chairmen of the finance committees in the Senate and House. Also attending will be the Chairman of the Nigeria Governors Forum, the Chairman of the Progressives Governors Forum, the Minister of Finance and Coordinating Minister of the Economy, and the Attorney General of the Federation.

The Nigeria Tax Bill, also known as the Ease of Doing Business Bill, seeks to consolidate Nigeria’s numerous tax statutes into a single framework, eliminate overlapping taxes, and simplify compliance for taxpayers.

The Nigeria Tax Administration Bill will introduce a uniform legal and operational structure for tax administration at federal, state, and local government levels.

The Nigeria Revenue Service (Establishment) Bill will repeal the existing Federal Inland Revenue Service Act and establish a new, autonomous Nigeria Revenue Service (NRS), with an expanded mandate that includes non-tax revenue collection. The bill outlines new standards for transparency, performance, and accountability.

The Joint Revenue Board (Establishment) Bill will create a governance body to coordinate revenue efforts across all tiers of government. It also provides for the creation of a Tax Appeal Tribunal and an Office of the Tax Ombudsman to strengthen oversight and taxpayer protection.

The Presidency described the upcoming signing as a milestone in building a modern and more efficient tax system aligned with Nigeria’s development goals.
